WebBiweaves are good for a fight. A-rated is better if you're in a trading ship and just want to get away. The A-rated shields will soak more as you try to get out of masslock. As a very general rule, you want a standard shield for anything that is going to run from a fight, and a bi-weave shield for anything you are going to intentionally send into a PvE fight. I have intentionally not mentioned prismatic shields and PvP in my general rule.
